The Management Team at T-Solutions is made up of professionals with a wide variety of skills and expertise.

Darlene Todd, CEO

Darlene Todd is a former US Public Health Service Officer and majority owner of T-Solutions. A former nurse and hospital administrator, Darlene also serves the corporation as Corporate Secretary.

Darlene has a Bachelor of Arts from Eastern Connecticut University and a Masters Degree of Public Health from the University of Hawaii.

Jim Todd, President

Jim Todd’s experience spans over 30 years in large-scale project management with U.S. Navy maintenance, ship acquisition programs and homeland defense projects. Jim served 23 years in the U.S. Navy before retiring at the rank of Captain. He saw engineering duty onboard ships in the Pacific and Vietnam, for which he received various combat/campaign decorations.

Since retiring from the U.S. Navy in 1991, Jim has had a succession of executive positions in the maritime/defense industry. At Intermarine, USA, he directed the shipyard in building Mine Hunter ships for the U.S. Navy. Jim followed that by joining American Management Systems, Inc. in support of U.S. Navy surface ship maintenance programs and was promoted to Corporate Vice President. Jim joined VSE Corporation, a $120M Engineering and Logistics Services company, as its President & COO. Jim is now President and co-owner of T-Solutions, Inc.

Jim has a Bachelor of Science in Marine Engineering degree from the U.S. Merchant Marine Academy, Kings Point, New York as well as a Master of Science in Mechanical Engineering degree and a Mechanical Engineers degree from the Naval Postgraduate School in Monterey, California.

He has published articles in the Naval Society of Naval Engineers Journal on ship maintenance and quality assurance Navy related subjects.

Mike Phillips, Vice President / East Coast Deputy Project Manager

Mike Phillips’ experience spans over 30 years in marine repair and U.S. Navy maintenance. Mike served in the U.S. Coast Guard before becoming a U.S. Navy Port Engineer. He saw engineering duty onboard ships in the Atlantic, Pacific, and Vietnam. Mike has been directly involved in maintenance execution for over $90 million dollars worth of planning and production bringing a solid background in financial analysis of maintenance planning and execution. Mike has solid knowledge and broad-based understanding of all aspects of Navy maintenance with strong people skills and an ability to interact at all levels and in order to develop positive results.

Mike has a Bachelor of Science in Marine Engineering from the U.S. Coast Guard Academy as well as a Master of Science in Oceanography from Florida State University.

Robert Keyes, Vice President / West Coast Deputy Project Manager

After 18 years of sailing as a Chief Engineer on offshore tugs & barges for Moran Towing, Bob Keyes came to the Port Engineer Program in 1989 and worked with MSO & the MCMs that were under construction at Peterson Brothers in Sturgeon Bay, Wisconsin. When the MCMs moved to Ingleside, TX, Bob moved to LPDs , LSDs And after several years with the L-ships Bob moved over to Cruisers and later LHAs and LHDs. After converting to a GS position, Bob became the Senior Port Engineer at South West Regional Maintenance Center. He worked at that position for several years and then returned to his home on the east coast. After a short hiatus on the east coast he returned to head up the Port Engineer Program-Pacific for T-Solutions in San Diego.

Bob has a Bachelor of Science degree from Maine Maritime Academy, a Chief Engineer-limited Ocean, and a First Assistant-Unlimited Steam & Diesel license.

Kyle Durden, Vice President / Contracts and Business Development

Kyle sailed as an engineer on U.S. flag ships for eight years, receiving his Chief Engineer’s license before age 30. He entered the Port Engineer Program in 1996 working at Naval Station Ingleside on the MHC Class minehunters. He left the program in 2001 to work as Senior Project Manager with General Electric on cruise ship projects in Europe. Most recently, he was LMSR Program Manager at Ocean Shipholdings, Inc. in Houston, TX.

Kyle has a Bachelor of Science degree and an MBA from Texas A&M University as well as a Chief Engineer Unlimited Steam and Gas Turbine license and a Third Assistant Unlimited Diesel license.

Katy Lorince, Director of Human Resources

Katy joined T-Solutions in June 2005 and is responsible for all of the daily human resource functions, Recruitment, and Facility Security. She has extensive knowledge in employment law, industrial security, and has successfully recruited top professionals for multiple firms.

Katy is a 2005 Cum Laude graduate from East Carolina University with a Bachelor of Science in Business Administration Degree.

Madonna Bossa, General Manager

Madonna Bossa, a 1991 graduate of the US Merchant Marine Academy, sailed in the commercial maritime industry for 4 years & attained 2 USCG licenses -- Chief Mate (unlimited tonnage) & Master (1600 ton) – before coming ashore in 1995. For the next 7 years, she worked as a National Trainer & Speaker for a franchise company in NC where she sharpened her communication, management & organizational skills. In 2002, she started a career in outside sales & was honored as a million-dollar producer several years in a row. Madonna joined the T-Solutions team in January of 2008 as its General Manager & to lend support to its new Deputy Program Manager, Mike Phillips. As a former Merchant Mariner, Madonna is very familiar with the maritime industry and as the wife of a US Navy Port Engineer, she is intimately familiar with the rigors & demands of the job and knows what it takes to support their role.

Madonna holds a Bachelor of Science degree in Marine Transportation.

Rochelle Morelan, Comptroller

Following 10 years of service in the U.S. Navy, Rochelle Morelan was employed by American Management Systems (AMS) for three years- as an Administrative Assistant. Over the course of 6 years Rochelle received increasing responsibilities and became a Financial Analyst. When AMS was acquired by CACI in 2004, Rochelle was promoted to a Staff Accountant. Her responsibilities included financial reporting and Sarbanes- Oxley Act (SOX) compliance for over $3 million dollars of government and commercial contracts. Rochelle joined the T-Solutions, Inc. family in December of 2006 as a Financial Analyst and was promoted to Corporate Comptroller in June of 2008.

Rochelle received her Bachelor of Science degree with a concentration in Business Administration from the University of Phoenix in June 2008.

Elsa Perez, West Coast Office Manager

Elsa Perez has over 17 years experience supporting the Port Engineers program in San Diego, California. She is currently the Office Manager and Assistant Facility Security Officer. She is the liaison between employees and corporate office. Extensive familiarity with the Port Engineer Program and program personnel. In depth knowledge of security requirements for contractor personnel at navy facilities and other navy contractor sites. Thoroughly familiar with travel, expense reporting and personnel requirements and procedures.
